Sir H. Barkeley's Report is, as is not infrequently the case, very informing and helpful.
I do not know upon what law this order is based, or what procedure is laid down.
It is something like that of Summary reception orders under the Lunacy Act, but I do not think the order can work any harm.
Detention for observation lasts only for 7 or 14 days, and if the alleged lunatic is not certified as a lunatic, he can be discharged.
The actual management & costing of cases apparently are provided for entirely by regulations under SEC 5.
